This is described as Fly, Choke. In the John Deere parts books, it fits the John Deere M, 40, 320, 420, 330, and 430 Tractors fitted with the TSX Carburetor.
This specialy designed choke plate is designed with a spring loaded air bypass to provided a calibrated amount of air when the choke is fully closed. This special designed choke plate has a beviled edge to seal correctly in the throttle body, and allow correct operation of the "Fly Bypass valve"
